Utilisez union all et group by :

      GROUP BY 1,2

     (SELECT Outbound_Date, Product, 0 as Inbound, COUNT(*)  as Outbound 
      FROM Outbound
      GROUP BY 1,2
     )
    ) io
GROUP BY Date, Product;
