Sans utiliser GROUP BY et HAVING :

SELECT DISTINCT e.empID
FROM employe e
WHERE
    EXISTS(
        SELECT 1 FROM employe WHERE department = 'Z' AND empID = e.empID

        SELECT 1 FROM employe WHERE department = 'Y' AND empID = e.empID
